Everything You Need to Know About RDC No. 938/2024

The Brazilian Health Regulatory Agency (ANVISA) has published RDC No. 938/2024, establishing new provisions for Good Storage Practices (GSP) and regulating certification for bonded warehouses handling goods and products subject to health surveillance. The regulation will take effect on March 3, 2025, and has the potential to raise safety and quality standards in the logistics sector.

Key Points of RDC No. 938/2024

Scope and Applicability

  • The resolution applies to companies storing goods subject to health inspection, including postal and express shipments, but excludes duty-free shops and bulk cargo depots (such as food or vegetable oils).

Quality Management System (QMS)

  • The implementation of a QMS is mandatory to ensure the maintenance of product quality during storage.
  • The QMS must include risk management, equipment qualification, and continuous monitoring.

Infrastructure and Storage

  • Warehouses must have designated areas for controlled products, quarantined goods, interdicted items, or products requiring specific temperature conditions.
  • Facilities should be designed to prevent contamination and include monitoring of temperature and humidity.

Staff Training

  • Initial and continuous staff qualification is required, with records of all training sessions maintained.

Documentation and Records

  • Robust and traceable documentation is essential. Companies must keep records for at least five years, including changes and storage histories.

Good Storage Practices Certification

RDC No. 938/2024 introduces a voluntary certification for Good Storage Practices, valid for four years. This certification fosters:

  • Greater collaboration with stakeholders.
  • Improved consumer confidence in the quality of logistical services.

Companies seeking certification must demonstrate full compliance with the technical requirements outlined in the regulation.

Deadlines and Adjustments

The regulation establishes critical deadlines for implementation:

  • By September 1, 2025: Completion of thermal mapping of storage areas.
  • By March 2, 2026: Finalization of equipment performance qualifications and validation of computerized systems.

Why Is This Resolution Important?

RDC No. 938/2024 aligns Brazil with international storage and health surveillance standards, promoting:

  • Greater safety and quality control: Properly stored products minimize health risks.
  • Global competitiveness: Companies adhering to new practices demonstrate a commitment to operational excellence.

Conclusion

Compliance with RDC No. 938/2024 represents a milestone for Brazil’s logistics sector, requiring collective efforts from companies to implement structural and managerial changes. Pursuing voluntary certification, beyond merely meeting the requirements, can set organizations apart and ensure their relevance in the global market.
